The meeting was called to order at 5:45 p.m. The Pledge of Allegiance was recited. Open discussion was offered, but there was none. Request for special town meeting for the Manor Fields funding article Assistant Town Manager Nancy Baker provided a calendar for calling a special town meeting:
There was no discussion. BOS voted unanimously in favor of a Special Town Meeting to be held on 2/5/18. After the vote, Jim Maher arrived. Dennis Teehan asked if he had anything to add. Maher said there is a lot of support in the Manor, people are excited, and it’s about time. Mike Butler noted that the next Board of Selectmen meeting is 1/4/18. He asked what would happen if other articles come in on the warrant. Ms. Baker said the Board of Selectmen must have another meeting to vote on whether to put any other articles on the warrant since they have only voted on the Manor Field article. The Board of Selectmen would have to hold a special meeting by 1/3/18 in order to get the warrant printed in the paper by 1/5/18. (In order to have Fin Com consider during week of 1/15). If a zoning article is put on the warrant, the notice must be advertised for 2 weeks in a row. If Special Town Meeting approves funding, the next action is to publish the Board of Selectmen vote to put the referendum on the ballot. Ten days before the town election, pro and con positions must be advertised. Suggestion was made to send the schedule to Parks & Recreation so Jim Maher could hold public meetings. Jim McDonald said he is hearing from people that they have no idea what is going on. Suggested that informational meetings be held before Fin Com meets (week of 1/15/18). He wants to make sure that the Manor Field is a separate link on the town website and said the Dedham Times should be notified immediately that the Board of Selectmen has called for a Special Town Meeting so they could put it in the paper this week. No Dedham Times will be published next week. Actions by BOS The Board approved extending New Year’s Eve hours for pouring establishments from 1:00 a.m. to 2:00 a.m. and approved a drain matter, a gift from the Fairbanks Garden to the Endicott Estate of $300, and another matter that I did not catch. Ames Building Update The Town Manager said that a meeting is scheduled with the bonding company on 12/27/17 at 2:00 p.m. He will attend along with two selectmen (Dennis Teehan and Dennis Guilfoyle). No action will be taken until after the meeting. Jim Kern said they will be listening for certain things. The attitude regarding urgency has changed. Selectman Teehan said this is a performance issue. They are looking at staffing levels to meet deadline and Board of Selectmen is sticking to the deadline. Selectman Guilfoyle asked if the bonding company has sent anyone to the project. Kern said not as far as he knows. Old or new business None The Board moved to executive session for collective bargaining at 6:15 p.m..
