Board/Committee members in attendance In attendance were Stephanie Radner, Joseph Smith, Laura Bugay (Co-Chair), Fred Civian (Chair), Andrew Tittler, Joseph Hickey. Community Notes Informal Discussion 110 Meadow Road Elisa Brown, Conservation Agent, told the Committee she took a walk through of 110 Meadow Road but there is no certificate of compliance. Asked for a continuance and the motion carried. Applications To Be Continued to February 1, 2018 Fred Civian, Chair, moved that agenda items 1.1 and 1.2 in addition to 95 Eastern Avenue be continued to February. Motion carried. 637 East Street, Frank Gobbi, Applicant - John Glossa, Rep. There was a discussion about whether the project had received permission from a previous Conservation Commission to move forward despite changes to laws and regulations. The Chairman asked that the Representative submit a request that such permission be granted and under what laws it is applicable. Commission moved to continue the matter until March 1st meeting. 124 Country Club Road, Dedham Country and Polo Club, Applicant - Mike Toohill, BSC Group, Rep Conservation Agent Brown told the Commission there had been outstanding issues regarding the impact of the project on wildlife. She asked for the matter to be carried over to the next meeting on February 1. The Commission moved to continue the matter until February 1st meeting. 235 & 243 Bussey Street, ANJOM, LLC, Applicant - Scott Henderson, Henderson Consulting Services, Rep. Scott Henderson explained this project would address stormwater issues and would return next month with a full set of plans. A neighbor voiced concerns about mixing asphalt and permeable pavers which would require a different types of de-icing materials. The Commission moved to continue the matter until February 15th meeting. New Applications: 92 Country Club, Robert Naser, Applicant - Scott Henderson, Henderson Consulting Services, Rep Scott Henderson said this was a renovation of an existing house to add a second story and repair a septic system. He said he would return with a full plan. Conservation Agent Brown said she had visited the site and it received approval. There was discussion by the Commission members about access to the property and storage of the materials so as not to impact wetlands. Chairman Civian made a motion for a negative declaration. The motion carried. 28 Mac’s Place, Tim Chan and Laura Bradbury, Applicant Scott Henderson, Henderson Consulting Services and Scott Goddard Consulting, Rep Scott Henderson presented a plan to construct a single family home. Commission members asked about the retaining wall, if the orientation was best for the property, concern regarding the house going into the UBA (Undisturbed Buffer Zone) and if it would set a precedent for other projects to go into UBAs. Commission Agent Brown told the Commission the project required three waivers - net increase in peak volume, increase in UBA and wetlands delineation but she could not review the property due to the weather conditions. Residents asked if the road was to be extended, the impact on a private garden and what will the address be. The project was told there would be a four week extension but it would be weather dependant. The Commission moved to continue the matter until February 15th. Lots 232 233 Dedham Boulevard, 94 Dedham LLC - App - John Glossa, Glossa Engineering, Rep And 94 Dedham Boulevard, 94 Boulevard LLC - APP - John Glossa, Glossa Engineering, Rep John Glossa presented that this project involves construction of a house, garage, retaining wall and driveway as well as connecting sewer via an easement. Commissioner Laura Bugay noted she lives in the area and said that stormwater is an issue. Commission Agent Brown asked that the project be sent to Dedham Engineering for review. It was noted that the same issues apply to 94 Dedham Boulevard and it was asked that both projects be considered at the same time. Motion to continue for both projects to February 15th carried. Argyle Road at Moseley Road, Joseph Flanagan, DPW, Applicant DPW Director Joseph Flanagan explained that there was flooding on Argyle Road and someone had tried to fill a large hole in the road with pavement and dirt causing vehicles to get stuck. While Argyle Road is a private way, the road conditions were dangerous for emergency vehicles and school buses. Two area residents asked questions about how the water will be drained. Other residents asked that this project be approved. One resident explained that there is an effort to have the road changed to public. Chairman Civian asked that the Commissioner issue a negative determination. The motion carried. 1000 Washington Street, Joseph Moussalli, Applicant - Michael Joyce, Joyce Consulting Group, Rep Commission Agent Brown explained that the project was close to having a final plan. Motion to continue to February 15th carried. Informal Discussion 2nd Draft Stormwater Regulations Chairman Civian told the Commission he was still working on it. Meeting Minutes - 12/21/17 Meeting minutes were accepted. It was noted there are two open seats on the Conservation Commission.
