    1. 235 &  243 Bussey Street, ANJOM, LLC, Applicant – Scott Henderson, Henderson Consulting Services, Rep – Demolition of five existing structures on-site and construction of a new mixed use building (MSMP 2017-23).

  1. Roads Program, Town of Dedham Engineering Department, Applicant – Request for Determination of Applicability (RDA) for reclamation of 361 lf of Patty Lee Lane and replacement of two catch basins at the entrance to the street with deep sump catch basins (RDA 2018-06).
  2. Town Landing Way, Virginia LeClair, Dedham Environmental Coordinator, Applicant – Installation of a ramp and canoe/kayak launch (DEP File # 141-TBD).
  3. 125 Sprague Street, Oleg Bykov, Applicant – Demolition of existing SFD and replacement with new SFD, driveway, and stormwater improvements (MSMP 2018-17).
  4. 25 Boathouse Road, Mollie Moran, Applicant – Kristine Meaney, Site Design Professionals, LLC, Rep. – Amended Notice of Intent to increase the house length by 4 ft and add two additional house piles and a 4x20ft deck.  A variance is also requested for temporary work within the UBA to remove water service and retaining wall, perform remaining repairs to boathouse, and to continue invasive species management. (DEP #141-0477).

Informal Discussion- (The following items may be discussed at any point during the meeting)
Old/New Business -  This item is included to acknowledge that there may be matters not reasonably anticipated by the Chair that could be raised during the Public Comment period by other members of the Committee, by staff or others


Meeting notes:

  • Meeting was called to order at 7:02pm
 
  • Mr. Civian read off the items to be continued to the next meeting (under agenda item 1) and asked if anyone was in attendance concerned with those items. No meeting attendees were interested in any of those items.
    • Mr. Civian made a motion to continue 4 items (235/243 Bussey St., Delapa Plaza, Elm St./Rustcraft Rd., and 30 Milton St/36 Sawmill Ln) to the next meeting, the motion was unanimously approved.
 
  • 637 East Street, Frank Gobbi, Applicant – John Glossa, Rep. - Roadway and utilities for a proposed subdivision adjacent to Bordering Vegetated Wetlands- (DEP File # 141-0486).
    • Mr. John Glossa dropped off a request to continue to Agent Brown’s office about 30 minutes before the meeting. He requested a meeting with Mr. Civian, himself, and his lawyer. He also asked to be continued for 30 days.
    • Mr. Civian suggested that the commission make a decision about exactly what applicants need to provide the commission for their application to be considered complete.
    • Mr. Civian made a motion to table the discussion until after 7:45 tonight
  • 28 Mac’s Place (75 Icehouse Lane), Tim Chan and Laura Bradbury, Applicant  Scott Henderson, Henderson Consulting Services and Scott Goddard Consulting, Rep – New Single Family Dwelling (SFD) (DEP #141-0533; MSMP 2018-04).
    • Mr. Scott Henderson presented the plan with the structure moved after a variance granted by ZBA. No structures are now within the UBA, only plantings, grading, and sewer.
    • No commissioners or members of the public had any questions about the project.
    • Mr. Civian made a motion to close discussion, it was unanimously approved.
    • Mr. Civian motioned to grant the permits granted by the applicant, it was unanimously approved.
    • Ms. Bugay expressed appreciation that the applicants presented an appropriately sized and thoughtfully designed building.
  • Lot 1 Schoolmaster Lane, Supreme Development, Inc.. App – Michael Carter, GCG Associates, Inc., Rep. – Major Stormwater Management Permit for a new single-family home with a deck, porch, and driveway (MSMP 2018-16).
    • The engineer on the project provided updated information for the commission since the previous presentation, explaining the need for emergency discharge in the stormwater system with the increase in large storms.
    • Ms. Kayserman expressed that she is satisfied with the update from the engineer
    • The new permit application no longer asks for $5000 in bond for dealing with the appropriate finishing of the driveway, Agent Brown wanted to clarify the language and amount before including a requirement
      • A discussion with the building inspector led to the belief that there may be a need for a larger amount of money
      • Mr. Tittler expressed that going forward that conditions and guidelines adopted by the commission may provide more guidelines for applicants
      • Ms. Radler asked about who is responsible for ensuring that the homeowners adequately finish the work on their driveway
      • Mr. Gauthier stated that it would be necessary to make sure that projects have the adequate funds on hold to actually finish the work
      • Agent Brown proposed setting a standard amount of a $7500 for a 10,000 square foot lot, scaled up for the size of the lot
        • Mr. Gauthier suggested that a quote for the specific project could also serve to have that amount - Mr. Civian expressed more support for having a standardized number so that things are more straightforward.
    • Mr. Civian asked if any citizens had any questions, no one did
    • Mr. Civian motioned to close discussion, which was approved.
    • Mr. Civian motioned to issue a stormwater permit, it was unanimously approved.
  • 38 Icehouse Lane and 13 Powers Street, Supreme Development, Inc., Application – Scott Henderson, Henderson Consulting, Rep. – New single family dwelling (DEP File #141-0542; MSMP 2018-03).
    • This item was postponed to June 21 at a previous meeting
  • Colburn Street Dam - heard under informal discussion
    • Agent Brown provided an update that there is grasses growing at the Colburn Street dam site, but that they are sparse
    • Previous order of conditions asked for assurance of plantings being stabilized through 2 growing seasons
      • Agent Brown advised that to hold to the order of conditions, it would have to be postponed until Nov. 2020
      • Ms. Bugay asked if a growing season really counts as a full year
    • Mr. Civian made a motion to issue a certificate of compliance. Mr. Tittler seconded.
      • Ms. Radler asked if there was specification of the plantings at the time of application, Agent Brown shared that no prior agreement on the type of plantings was decided. Ms. Radler is concerned that the banks will be filled in with undesirable plants or there might be erosion.
      • Mr. Gauthier asked if a landscaper was involved in the plantings or if one submitted anything to the town; Agent Brown said that there was nothing from a landscaper
      • Mr. Civian voted in favor, all other commissioners voted against. Motion failed 1-6
    • Mr. Civian would like to see them include some more plantings
      • Mr. Jason Mammone, director of the town Engineering Department asked for clarification, since there will not be a specific landscaper doing the work (the contractor planted original grasses, DPW would do any future plantings)
        • Mr. Civian would like to see a schedule for additional loaming and seeding that will be completed by the DPW, the representative from the Dept. of Engineering indicated his understanding
        • The applicant will return to a future meeting to ask for a change to the conditions.
  • Roads Program, Town of Dedham Engineering Department, Applicant – Request for Determination of Applicability (RDA) for reclamation of 361 lf of Patty Lee Lane and replacement of two catch basins at the entrance to the street with deep sump catch basins (RDA 2018-06).
    • Presented by Mr. Mammone, director of Engineering
    • Patty Lee Lane is the only road being serviced this year that falls within the conservation areas overseen by the commission
      • Would like to upgrade the catch basins, Mr. Civian expressed appreciation for the extra effort
      • Agent Brown provided documents that would require the town to include erosion control
      • Mr. Civian motioned to approve the roads program, it was unanimously approved
  • Town Landing Way, Virginia LeClair, Dedham Environmental Coordinator, Applicant – Installation of a ramp and canoe/kayak launch (DEP File # 141-TBD).
    • An “easy dock” be purchased and would stay at the site, removed seasonally
    • Japanese knotweed removal would continue as mitigation
    • The dock envisioned is 37 feet from start to finish, 5 feet wide, with a handicap accessible canoe/kayak launch at the end
    • Contact has been made with DPW regarding tree debris and many ruts in the dirt road so that the dock will be accessible
    • Mr. Civian asked if there were any questions from commissioners
      • Ms. Radner asked about the process for mitigating the knotweed, Agent Brown indicated that the proposal for mitigation was still being sorted out
      • Mr. Hanley asked if there is any confusion with Parks and Recreation about who would maintain the dock
    • Norty Knocks (sp?),abutter- asked about the inclusion of parking, grading, and access close to the river, but stated that the previous discussions did not indicate a dock
      • Concerned about the potential adverse effects on the neighborhood
      • Mr. Civian mentioned that previous attempts to use gravel/stone for a boat launch weren’t effective
      • Mr. Knocks is concerned with the proximity of the land to a structure that is on the national registry of historic places
        • Asked if alternate sites have been considered in the conversation about re-opening river access, commissioners indicated that 7 different locations were analyzed, and are in the application
      • Ms. Kayserman  asked for more information about the adverse impact
        • Mr. Knocks mentioned concern about more traffic and adequate parking
          • Would like to see other good options considered
      • Mr. Civian shared that there is full consideration of the alternative sites in the application
      • Mr. Knocks is concerned about the appearance of the dock, and that it may have a negative impact on property value
      • Mr. Civian clarified that the item will have to be continued for 2 weeks since there is no application number assigned yet
        • Mr. Civian provided Mr. Knocks with a copy of the application so he may review it before the next meeting
      • The commissioners discussed the relevance of the historic registry to the state wetlands preservation act, will review before the next meeting to see if there is any mention of historic resources in the laws governing the commision
      • Mr. Civian motioned to continue the item to the June 21 meeting, motion was approved unanimously
  • 125 Sprague Street, Oleg Bykov, Applicant – Demolition of existing SFD and replacement with new SFD, driveway, and stormwater improvements (MSMP 2018-17).
    • The Engineer for the project is present to speak on the project
      • Explained that the plan is to demolish existing house, which has no storm protection, then to replace it with a new house with stormwater collection in place for water from the roof and driveway
      • Mr. Civian asked for questions from commissioners and Agent Brown
        • Agent Brown shared that the plans meet major requirements of stormwater standards and suggested that the application is ready for approval
        • Mr. Tittler wanted clarification on the use of double washed stone, it is in the special conditions of the plan
        • Ms. Bugay expressed that the plans look straightforward and that she trusts that Agent Brown has reviewed all of the standards
      • Mr. Civian asked if any members of the public were present to speak on the application, no one responded
      • Mr. Civian motioned to close discussion, unanimously approved
      • Mr. Civian motioned to issue major stormwater permit, Ms. Bugay seconded - Mr. Civian clarified with the applicant that he had a chance to review the terms and conditions, he responded he had
        • Motion was unanimously approved
  • 25 Boathouse Road, Mollie Moran, Applicant – Kristine Meaney, Site Design Professionals, LLC, Rep. – Amended Notice of Intent to increase the house length by 4 ft and add two additional house piles and a 4x20ft deck.  A variance is also requested for temporary work within the UBA to remove water service and retaining wall, perform remaining repairs to boathouse, and to continue invasive species management. (DEP #141-0477).
    • Mollie Moran present to speak on the project
      • Shared that the work in the area of concern is complete, and that the concrete walk, all masonry including a retaining wall, removal of the water line, removal of an old cesspool, was complete.
      • Mr. Civian said that the conditions should be left in, just in case
      • Ms. Bugay said that the application was an amendment to a previous order that already had work in the UBA included
      • The only remaining work to be done in the area of concern is invasive species removal and management
    • Agent Brown has a draft amended order of conditions, with the addition of a special condition for decks
    • Mr. Civian motioned to close public hearing, unanimously approved
    • Mr. Tittler motion to amend the order of conditions as presented by Agent Brown, unanimously approved.
  • Collections were taken for contributions for Dedham Civic Pride flowerbox, Agent Brown collected money from several commissioners for Dedham Civic Pride
  • May 17 meeting minutes
    • Ms. Bugay made some minor changes, as did Mr. Tittler
    • Mr. Civian motioned to approve minutes as edited by Ms. Bugay and Mr. Tittler, unanimously approved.
  • Returned to discussion of 637 East Street
    • Mr. Tittler suggested that substantive discussion be tabled to when the applicant can be present
    • Commission discussed dates for a July meeting to move the item to
      • July 12 is unavailable, since Mr. Civian will be performing with the Dedham Community Band that evening
      • July 19 targeted as the next meeting after the one scheduled on June 21.
    • Agent Brown had discussed with Mr. Glossa how to proceed on the project
      • Ms. Bugay concerned that the previous application may not meet current standards, Mr. Tittler unsure if there is any existing order of conditions for continued work or if the prior order has expired
      • Mr. Civian asked that the message that the project must meet current requirements in the new application be conveyed to the applicant
        • Agent Brown will relay the message to Mr. Glossa
    • Mr. Civian moved to continue 637 East Street to July 19, Ms. Bugay seconded, unanimously approved
      • Mr. Gauthier will not be present on 7/19
  • Ms. Radner will not be at the 6/21 meeting
  • Ms. Bugay made a motion to adjourn, unanimously approved.
    • Meeting adjourned at 8:11pm
